INTRODUCTION TO OUR COMPANY

TPP Preventative Health Hub Management Group, LLC is a black-led social impact private equity fund manager and healthcare real estate development firm based in Philadelphia, Pennsylvania, formed to create impact investment opportunities that build wealth while rebuilding blighted and underserved black neighborhoods within “certified qualified opportunity zones”.

TPP is on a mission to change the face of black health by investing in and transforming as many as five urban blighted and underserved black neighborhoods into integrated and scalable, compact, dense and community, health, and wellness-centric focused districts over the next 5 years. TPP is led by real estate, building design, entitlement, social impact design and construction professionals who bring a combined 90 years of experience in the Philadelphia real estate market.

TPP is seeking high-net worth individuals, family offices, foundations, retirement systems, pension funds, endowments, corporations, insurance companies, philanthropists, fund of funds, banks (for CRA credits) and social impact investors to partner and invest in a black-focused initiative to build black health, healthcare, health and wellness into the architecture of black neighborhoods.

For its neighborhood transformation, TPP put together a “land fund” with a $17M target that will transform seven (7) census tracts. Three (3) census tracts (42101020101, 42101020102 and 42101017300) in Philadelphia County, Philadelphia, Pennsylvania USA adjacent to Temple University Health Science Campus, One (1) census tract (42101015200) in Philadelphia County, Philadelphia, Pennsylvania USA adjacent to Temple University Main Campus and three (3) census tracts (12031017200, 12031001200, 12031000600) in Jacksonville, Florida within the downtown urban core.

The partnership is capitalizing on the parcel assembly work conducted by key principals of senior management over the last five years. TPP currently has site control and a pipeline of over Forty-four (44) plus ground-up new construction projects within these “federal certified qualified opportunity zones” which addresses multiple housing and retail needs while driving positive social, environmental and economic change.

The TPP Land Fund Partnership has six goals:

  • To create attractive returns for accredited individual and institutional investors by converting underutilized vacant land with existing public utilities into much needed Health Care Real Estate, Multifamily, Mixed-Use, and Commercial properties. The investment opportunity is structured to combine principal investment growth and elements of capital preservation.
  • To provide a vehicle for our accredited investors to reduce realized and unrealized capital gains plus pay 0% capital gains on the new gains generated from the investment. This is achieved because our Opportunity Fund target projects are in blighted urban neighborhoods or “certified opportunity zones” that are now eligible for breaks created by the 2017 federal tax overhaul.
  • To revitalize the first pilot Preventative Health Hub® “Tioga District” in the Tioga neighborhood in Upper North Philadelphia, Pennsylvania adjacent to Temple University Health Sciences Campus (TUHSC) which spans four city blocks on Broad Street from Allegheny to Venango streets. The campus is home to Temple University Hospital, a teaching hospital; Lewis Katz School of Medicine; School of Pharmacy; Maurice H. Kornberg School of Dentistry; College of Public Health and Shriners Children's Hospital. Buildings and facilities cover some 20 acres.
  • To revitalize the second Preventative Health Hub® “Tioga District Diamond” near Temple University Main Campus.
  • To revitalize the third Preventative Health Hub® “Tioga District Jacksonville” in Jacksonville, Florida downtown urban core onsite or near St. Vincent's Medical Center, Baptist Medical Center, Baptist MD Anderson Cancer Center, and Wolfson Children's Hospital and UF Health Campuses.
  • To catalyze a holistic community social and economic impact approach by providing facilities that build businesses, create in-demand jobs, and increase access to basic services such as primary + specialty care, culinary medicine, healthy food, housing, broadband and education.

Pilot Target Market Area

TPP has identified compelling market opportunities in the three (3) census tracts 42101020101, 42101020102 and 42101017300 adjacent to Temple University Health Sciences Campus (TUHSC) in Philadelphia County, Philadelphia, Pennsylvania USA just three miles north of Center City. Major positive indicators are 1) proximity to Temple University Health Sciences Campus, 2) expanding transit infrastructure, 3) increasing K-12 education options, 4) economic and demographic growth momentum, 5) a politically favorable development environment, and 6) national pressure to build businesses, create in-demand jobs, and increase access to basic services such as primary + specialty care, culinary medicine, healthy food, housing, broadband and education.

Demand for housing near workplace: 

More than 10,000 people work on or near the Temple University Health Sciences Campus (TUHSC) which spans four city blocks on Broad Street from Allegheny to Venango streets. The campus is home to Temple University Hospital, a teaching hospital; Lewis Katz School of Medicine; School of Pharmacy; Maurice H. Kornberg School of Dentistry; College of Public Health and Shriners Children's Hospital. Buildings and facilities cover some 20 acres. At present, the surrounding area offers no attractive options for graduate students, moderate- or higher-income employees to live near their workplace.

Convenient public transportation: 

Existing transit options make it easy for residents to get to and from Center City without a car. The investment area is bookended by two Broad Street Line subway stations: Erie to the North and Allegheny to the South. The Erie station offers express service to Center City. SEPTA's bus routes 4 and 16 serve Broad Street. Two blocks south of the investment area are SEPTA's North Broad Regional Rail station and Amtrak's North Philadelphia station. A New York investment group is planning for a $162M redevelopment project adjacent to North Philadelphia station.

Increasing K-12 education options: 

In addition to the public elementary school in Tioga (Kenderton K-8), Mastery Charter Schools operates two nearby elementary schools (Grover Cleveland K-8 and new for 2018-19, Mastery Prep K-2), a middle school (Gratz Prep) and a high school (Simon Gratz). Next Generation Ministries operates a private Christian school (Spring Garden Academy PreK-8). A new, $40M Cristo Rey High School was just completed in Tioga at 17th & Allegheny. This independent Catholic school follows a work-study model in which students earn money toward tuition through part-time employment at a partnering business.

The phase I primary five-city square block investment area is roughly bordered by N. Broad St. on the eastern end, Allegheny Ave. on the southern end, N. 18th St. on the western end and W. Erie Ave on the northern end.

Summary of Operations

TPP has site control of a pipeline of Forty-four (44) plus ground-up new construction projects within a 5-city square block area adjacent to the Temple University Health Sciences Campus (TUHSC), Temple University Hospital and Shriner's Hospital for Children. TPP plans to develop these projects to provide affordable housing, workforce condominiums, market rate, transit-oriented multifamily housing, mixed-use and commercial properties.

TPP through its “funds” approach seeks an overall investment goal of $17 million. The planned term of each of the Fund’s is ten years (10) from the start of principal Fund activities. As planned, TPP Preventative Health Hub Real Estate Land Fund will invest 1) 100% equity in the acquisition of or co-investment in zoning/use approved Multifamily, Mixed-use and Commercial parcels with existing public utilities in census tract 42101020101, 42101020102 and 42101017300 for ground-up development and 2) 100% equity in the acquisition of unimproved land parcels with public utilities for value-added zoning approval of (I) For Sale Affordable Workforce & Market Rate Housing, (II) Multifamily, (III) Mixed-Use and (IV) Commercial Finished Lots in census tracts 42101020101, 42101020102, 42101017300, 42101015200, 12031017200, 12031001200 and 12031000600. TPP anticipates the land fund will make available 10 shovel ready projects for future development.

TPP will bring in-demand job opportunities and critical resources all with a healthcare, healthy food and smart technology focus to the pilot and 2 other other Preventative Health Hub's. TPP anticipates its immediate investment at scale will add to the Hub's, 92,392 square feet of pedestrian, streetscape and strom water improvements including new sidewalks, landscaping, lighting, way finding signage, street furniture, public art and green roofs, 1,516 residential units for rent or sale and 156,870 square foot of commercial/retail/office space, as follows:

  • 1034 fully furnished 1 bedroom and studio senior independent living rental units 55+
  • 414 1- and 2-bedroom mixed income condominiums for sale as workforce housing with special incentives for health care workers, law enforcements then teachers, firefighters, emergency medical technicians, active duty military and veterans
  • 68 graduate student/medical resident rental units
  • 19,000-square-foot retail space for a community farmers market with 20-30 retail outlets offering affordable, high quality, fresh, local, seasonal, natural, health focus foods
  • 32,000-square-foot retail space for healthy food hub
  • 1,900-square-foot-office space for health care/food innovation accelerator
  • 45,720-square-foot office space for primary care, lab services and specialties like family medicine/pediatrics, women's health (ob/gyn), physical/occupational therapy, optometry, podiatry, dental, pharmacy, chiropractic, and mental health
  • 31,450-square-foot commercial space for a state-of-the-art multi-venue preventative health tower used culinary medicine, health care/food innovation, food entrepreneurship, research, teaching and nutrition education
  • 20,000-square-foot office space for early childhood education, career development, entrepreneurship, and community-based learning
  • 6,800-square-foot multi-venue smart neighborhood technology innovation showcase and job training center that features all aspects of the smart technology industry from 5G to digital health to food tech to virtual reality to autonomous vehicles and more.

Social, Environmental and Economic Impact

The neighborhood adjacent to Temple University Health Sciences Campus (TUHSC) is home to 85.5 percent black population all living amidst vacant houses, stores, and lots. The health of this community has been forgotten where 43 percent live in poverty, $17,052 is the median household income, 45 percent have high blood pressure, 77 percent have high cholesterol, 43.3 percent obesity, 19.3 percent diabetes and 18 percent were unemployed pre-COVID-19. The leaders of TPP envision a different Neighborhood within 3-5 years; an appealing community which people of varied income levels live, learn, work and play.

In addition to the planned investor-funded new real estate developments, TPP intends to catalyze positive social, environmental, and economic impacts within its Opportunity Zone by forming coalitions. Each coalition is a collaborative partnership between TPP and residents, community groups, political leaders, business owners, foundations, corporations, nonprofits, philanthropists, social impact investors, developers, academia, lending institutions, city, and state agencies.
